Second image on the souvenir sheet shows example of the extent of overproduction of this issue and one reason why this issue is an agency issue。 These unopened packets of 100 still being sold in 2025 nearly three decades later.
The second image partially shows the packaging of it from the printer。 The seller of these unopened packets has in their description the following statement。 "Perforated leaflet stuck on cardboard by the Swiss printer Impressor in order to know the contents of the package containing such leaflets, without having to open it, for the use of the printer and the post office."
