Different Issuers could have the same code, so what is the point whit the Issuer code?
We have a form of protection for catalog codes that doesn't let items have the same catalog code for the same catalog to prevent duplication. Here there's an "Official Issuer's Code" entered as a "catalog" even though it probably shouldn't be and that creates the problem.
