Some in philately wish to conflict with the circular as it was made in 2012 after Russia took over South Ossetia in 2008. Several issues were produced "legally". Examples being in 2009 and another in 2013. These were joint issues with Transnistria and later with the Donbas Post which are all considered local issues because they are not recognized as valid postage by the UPU. Everything else is illegally produced by outside criminal sources.
This issue was produced without authorization of the PostEurop to use its emblem, and is not considered an official PostEurop issue
