Although this issue was apparently authorized by the Central African Republic postal administration, the vast majority of the issue was not sold in Central Africa, but only distributed by the Central African Republic's philatelic agency IGPC for distribution onto the philatelic market.

The list of stamps to avoid and resist created in 2000 by Mr. Bengt Bengtsson (a philatelic judge in Sweden) and updated by the Philatelic Webmasters Organization who is dedicated to fighting the abuse of the philatelic market states all stamps for Central African Republic from 1978 forward should be avoided. Although Central African Republic is a UPU member, they have never had any stamps listed on the UPU WNS system. It is quite obvious why.

This is due to excessive production and /or little to no evidence of sales and usage within the Central African Republic since 1978 which breaks the rules for listing on the WNS system. Between 1978 and 2007, the stamp agencies IGPC and Impressor S.A. abused their rights to produce stamps in this way. In 2008 the Central African Republic stopped all productions of stamps until 2011. From 2011 forward Stamperija has carried the abuse to unbelievable heights. Numerous issues were used on commercial mailings but were extremely overproduced as sales on the IGPC, WORLDARTSTAMPS (Impressor) and Stamperija aka Stampera websites continue to offer them decades later and the issues are massively offered still by associates of the agencies as of the year 2025. Evidence shows that around 95% to 100% of the printings were and are sold outside of the country depending on the issue.
