They were produced by Mayfair International Security Printers located in France and distributed through the so-called philatelic agencies called "France Philatèlie" és "France Philatèlie 2000" owned and run by Mr. Juan Carlos Morino Montero. The Yvert catalog specifically notes for this item and associated items: "The Niger Postal Administration has expressed reservations on the emissions currently listed under nos. 1256 to 1283, 1284 to 1319 and BF no. 108.
