Pabay is a Scottish island just off the coast of Skye. Pabay has issued private carriage labels since the early 1960s. It is one of the few islands that have been granted permission to have their own stamps produced and used locally to pay for delivery of mail to the mainland. Covers showing proper usage are rare. A postbox is located on the island to this day. Between 1962 through 1970, Clive Feigenbaum produced the British Locals for Pabay. Due to this, numerous varieties and overproduction of the stamps for those years have occurred. Pabay is one of the few islands Feigenbaum "legitimately" produced British Local stamps for. In the early 1990's even The House of Questa was used to produce several sets.
