This item is an unauthorized issue according to it being omitted in the Somalia 2005 UPU Circular 328 which states "The Ministry of Posts and Telecommunications of the Federal Republic of Somalia wishes to inform you that the stamps currently used for the prepayment of correspondence are those issued between 1991 and 1999." All issues produced by I.P.Z.S. after 1999 according to the omission of them in the document are therefore deemed as unauthorized printings with no postal validity.
