Description:
Formerly listed in the Sn catalog as 1211-1217 and then de-listed and noted in the SN catalog as prepared and never issued. The Sn catalog notes this series as never sold in Benin and not valid for postage.

In the 2011 version of Michel, this item was numbered "I" and a note in a box stating "MiNr. I-XXXIII und Block I-III waren zur Ausgabe vorbereitet, wurden wegen abrechnungstechnischer Probleme jedoch nicht in Benin ausgegeben und auch nicht als Frankatur anerkannt." Translated to English it reads
"Michel no. I-XXXIII and Block I-III were prepared for issue, but were not issued in Benin due to accounting problems and were not recognized as franking."

Also in the 2011 version the note "Nicht ausgegeben" is placed above the series. It reads in English "Not issued".

In the 2013 version of Michel this item number was changed to "A 1231" and the notes above were removed. They replaced the blanket note and placed a note directly below this series that states "MiNr. A 1231-G1231 und block 56 wurden 2000 wiegen abrechnungslachnischer Probleme zunachst nicht ausgegeben, spater jedach in erheblichen Mengen postalisch verwendel." Translated to English it reads
"Michel no. A 1231-G1231 and block 56 were initially not issued in 2000 due to accounting problems, but were later used in considerable quantities by post."

What they evade from telling you is that some of the values WERE used in 2005 WITH SURCHARGES ON THEM. There is NO evidence of this issue without overprints ever being used in Benin. It is just an attempt by the editors of Michel to save face for listing and giving numbers to stamps that were illegally placed on the stamp market by a corrupt stamp agent/printer.

The Yvert catalog states "The stamps were initially produced in 2000 but not distributed. They were later placed into use by the postal service several years later."

Here again editors try to legitimize listing stamps illegally placed on the stamp market by a corrupt stamp agent/printer by not clarifying the stamps that were used years later are SURCHARGED.
