This item has been denounced in Niger 2000 UPU Circular 194 as illegally produced without the authorization of the postal administration. They were produced by Mayfair International Security Printers located in France and distributed through the so-called philatelic agencies called "France Philatèlie" and "France Philatèlie 2000" owned and run by Mr. Juan Carlos Morino Montero.
