- According to the Bileski documentation and the documentation in the British Philatelist Magazine by Robson Lowe in 1991 this series was never issued and the materials found in the printers archive were in the unissued section of the archive. The stamps were said to be actually printed according to Robson Lowe in the article in 1983. I believe this was a typing error. It should have been 1988 as I have found an original piece from the press sheets found in the printers archive that has a hand written note by the printer that states "PERF 14/6/89". The final piece of evidence showing this series was never issued is the document written by Dr. E. A. Oud Kirik in January 1989 who was the representative for the Guyana Philatelic Bureau in which he states "the new definitive (birds & flowers) was cancelled". This series cannot be found (except for a couple extremely rare examples with cancels on just a couple stamps) on commercial covers. It was "added" to the major catalogs as a 1990 issue due to the stamp agency IGPC's influence in getting it listed. Due to all of this, it is also yet another agency issue as defined.
