All panes like this are being extensively offered by one exclusive Eastern European dealer associated with a Russian dealer of which both are known to sell many counterfeit illegal stamps. Both perforated and imperforate versions of this pane exist without number and inscribed "Limited issue" all being sold by the same dealer.
