- This item has been specifically denounced (as Dogs) in Mali 2000 UPU Circular 165 as illegally produced without the authorization of the postal administration. They were produced by Mayfair International Security Printers located in France and distributed through the so-called philatelic agencies called "France Philatèlie" and "France Philatèlie 2000" owned and run by Mr. Juan Carlos Morino Montero.
This (except for the printing company) specified within the original Mali 2000 Circular 165 which was found in the National Postal Museum Archives.
In the original form of Circular 165 it is noted in French, "According to our information, these pirate issues would be made in a country in Eastern Europe for the complement of FRANCE PHILATELIE (Montero) in Great Britain.". Part of this was left out of the published version of the circular. It instead states on the published version "According to our information, these pirate issues were produced in Eastern Europe on behalf of a certain company in Great Britain." This original form of the circular and many others that prove the above mentioned company made the illegal stamps in the name of numerous countries can be accessed in the National Postal Museum Archives by anyone wishing to research the origins of illegal stamps deeply. - Buy Now:
