At some point IGPC was apparently also a stamp agency for Mozambique in 2002. This item was produced for IGPC and is still offered on their website two decades later showing production in excess of postal needs. Little to no evidence of postal usage within Mozambique exists for virtually all IGPC produced stamps made in 2002 showing us the abuse. Contracts were stopped with this agency in 2003.
