In doing this, Mozambique allowed an abusive stamp agency to produce a massive number of stamps in their name. Most of them were never used in Mozambique but only sold by the agency to the philatelic market. This agency had numerous stamps produced that were denounced as illegal in a UPU circular by the Mozambique postal authorities as well.
