Bogus certificates of authenticity created by the International Collectors Society claiming these to be a limited edition are deceptive as many more were and are still being sold without certificates.
The copyright permissions were obtained by the owners of ICS and printed in the United States. The information was obtained from several copyright owners statements about their financial records stating ICS requested and paid for the permissions.
Although the issues for this year were authorized by the Senegal postal administration, most (if not all) were not sold in Senegal. They were only sold by apparently the philatelic agency IGPC (although not offered anymore), and ICS to associated stamp dealers for distribution on the philatelic market.
