The obverse: in the center — the Emblem of the Bank of Russia (the two headed eagle designed by I.Bilibin, lower — the semicircular inscription — «БАНК РОССИИ» (Bank of Russia) framed by a circle of dots and inscriptions along the rim: at the top — «ТРИ РУБЛЯ» (Three Rubles), at the bottom — «1999», the letters to the left indicate the metal sign and the fineness, to the right — the fine metal content and the mint trade mark.
The reverse: to the left — elements of Moscow panorama with the views of the Moscow Kremlin, to the right — the Tyananmeny Gate («The Gate of the Sky Tranquillity») in Peking, at the top — the rising sun, under it — the inscription in two lines: «50 ЛЕТ» (50 Years), at the bottom — the inscription in four lines: «УСТАНОВЛЕНИЯ ДИПЛОМАТИЧЕСКИХ ОТНОШЕНИЙ С КНР» (Establishing Diplomatic Relations with the PRC).
