Since the surface of the printing plates for the Dragon sen stamps had become worn, new printing plates were engraved with a different design and the previous two printing colors were replaced by a single hue.
These are known as the 'Cherry Blossom stamps,' as the flower appears in each of the four corners of the stamp. The imperial chrysanthemum crest and the words 'Postage stamp' also appeared for the first time. All stamps in this issue had perforations and glue.
Starting with this stamp, the imperial chrysanthemum crest appeared on every stamp for a period of approximately 75 years until 1947.

Beschreibung:: Stamps Printed by a Non-government Corporation
The Great Kanto Earthquake of 1923 destroyed the warehouses of the Printing Bureau and Communications Ministry (the current Ministry of Posts and Telecommunications). The equipment necessary for producing stamps and most of the stamps which had been stored were lost. As an emergency measure to make up for the shortage of stamps, the government consigned the production of stamps to a private corporation. This corporation produced stamps known as the 'Earthquake stamps.'
The stamps did not have perforations or glue, but a watermark called the 'earthquake watermark' was used. The Printing Bureau was reconstructed much sooner than expected and the earthquake stamps were abolished on April 30, 1925.

Beschreibung:: Designs Take On Wartime Look; Stamp Issues Enter Period of Confusion
With the start of the Pacific War, stamps with a wartime look began appearing. Designs depicting the war were sought from the general public.
As the war continued, shortages of materials and labor developed. The quality of the paper and glue declined and most stamps were printed by the relief printing method which required little labor.
The Takinogawa printing shop was destroyed by fire in an air-raid in April 1945, and once again printing of stamps was consigned to a private corporation. During this period of extreme confusion it was difficult to make all stamps uniform, and there were differences in the paper and color used. Some stamps did not have perforations or glue. The simple lithography printing method was reverted to during this period.
